2014, 2.2 - The indicator has improved by 0,1 points (2013 - 2,3) as CSOs tried to influence the state authorities at all levels and coordinate their efforts on reforms. The National Reforms Council was established and is responsible for identifying and implementing reforms, monitoring their implementation and communicating between the Government, Parliament and the public.
2015, 2.1—The indicator remains unchanged (2014 - 2,1). The RPR experts contributed to the development and improvement of 60 regulatory acts. Also, the government and CSOs continued to collaborate on holding public consultations in the state decision-making processes.
2016, 2.1—The indicator has not changed significantly (2015 - 2,1). CSOs were more effective in influencing state authorities at all levels. They also worked on a number of initiatives aimed at improving the environment for civil society.
2017, 2.1—The indicator remained stable (2016 - 2,1). The main focus was on fighting corruption and implementing pension and judicial reforms. At the same time, electoral reform progress and the abolition of electronic declarations for activists slowed down.
2018, 2.2—The indicator has deteriorated by 0,1 points (2017 - 2,1), as the state authorities continued to resist implementing reforms. The advocacy successes include the adoption of the Law on National Security and amendments to the Budget Code.
2019, 2.2 - The indicator remains unchanged (2018 - 2,2). The number of CSO representatives in state structures at both national and regional levels increased. CSOs were also actively involved in election observation.
2020, 2.3 - The score has deteriorated by 0,1 points (2019 - 2,2), in particular due to the change of government in March 2020. A positive trend was the use of online tools by public authorities to interact with CSOs on the development of policies and legislation.
2021, 2.2 - The indicator has improved by 0,1 points (2021 - 2,3). CSOs communicated and consulted with the authorities more often and more productively compared to 2020. One of the most important campaigns in support of the adoption of the Law on Public Consultations took place.
2022, 2.2 - The indicator has not changed (2021 - 2,2). After the introduction of martial law, the authorities limited the instruments of participation for CSOs, but the monitored organizations were regularly involved in consultations. Some CSOs have made progress, in particular in documenting war crimes and promoting reforms for Ukraine's EU membership.
2023, 2.2 - The indicator remained unchanged (2022 - 2,2). CSOs continued to promote democratic changes despite the restrictions imposed by martial law and the adoption of the potentially threatening Law on Lobbying. One of the areas of CSO advocacy and cooperation with the authorities was the implementation of reforms necessary for Ukraine's membership in the EU.
