2014, 3,4 -The indicator has not changed (2013 - 3,4). Approximately 15 local CSOs provided support in the form of grants, 23 community foundations worked in Ukraine, 11 community foundations provided grants to address the urgent needs of the community.

2015, 3,4 - The indicator has not changed (2014 - 3,4). The trend of 2014 to create intermediary organizations at the regional level to support the development of CSOs and communities, self-organization bodies has been strengthened.

2016, 3,3 - The indicator has improved by 0,1 points (2015 - 3,4). Eight intermediary organizations provided local CSOs with small grants as well as legal, information, consulting and training services.

2017, 3,2—The indicator has improved by 0,1 points (2016 - 3,3), as the number of intermediary organizations supporting CSOs and resource centers for CSOs has increased.

2018, 3,2 - The indicator has not changed (2017 - 3,2). More than 50 CSOs provided grants to other CSOs using funds raised from international donors. They supported mostly artistic projects. CSOs and the media also started cooperating to protect activists and journalists.

2019, 3,2 -The indicator has not changed (2018 - 3,2), there were many hubs and intermediary support organizations. During the year, approximately 110 CSOs across Ukraine provided grants to other CSOs, which is twice as many as in 2018.

2020, 3,2 -The indicator remained unchanged (2019 - 3,2). Restrictions due to the COVID-19 pandemic have negatively affected the ability of CSOs to conduct activities on the ground in most communities. However, organizations often worked in coalitions and networks to implement advocacy campaigns.

2021, 3,2 - The indicator has not changed significantly (2020 - 3,2). A number of organizations and projects continued to prioritize CSO organizational development, creating networks and coalitions.

2022, 3,1- The indicator has improved by 0,1 points (2021 - 3,1), as hubs for logistical, organizational, and legal assistance to local and displaced organizations were established.

2023, 3,0 - The indicator has improved by 0,1 points (2022 - 3,1). CSO networking has intensified, with hubs opening and operating throughout Ukraine to support women affected by the war, IDPs, and mothers with children. The number of youth centers also increased.
