2014, 3.3 - The score improved by 0,1 points (2013 - 3,4). More and more organizations realized the need to work with their clients and target groups and understood the importance of democratic governance.

2015, 3.3 - The indicator has not changed (2014 - 3,3), however, a small number of CSOs developed cooperation with target groups, strengthened strategic planning, organization management, and internal management. However, these aspects were not significant for improving the score for this component.

2016, 3.3 - The indicator has not changed (2015 - 3,3). Due to the increased attention of donors to the issues of organizational development, a large number of CSOs focused their attention on institutional development, including through training of staff.

2017, 3.2 - The indicator has improved by 0,1 points (2016 - 3,3). CSOs more actively defined their missions, created strategic plans and developed internal policies and procedures. Coalitions and groups were formed, and CSOs strengthened their work with target groups and new donors.

2018, 3.2 - The indicator has not changed significantly (2018 - 3,2). During the year, many organizations improved their relations with clients and beneficiaries. Also, CSOs continued to improve their governance systems and internal management, but a “staff shortage” took place as well.

2019, 3.1 - The indicator has improved by 0,1 points (2018 - 3,2) due to the increased understanding of client needs by CSOs, technical progress and development of strategic planning.

2020, 3.1 - The indicator has not changed (2019 - 3,1), although the COVID-19 pandemic revealed weaknesses and at the same time stimulated the introduction of innovative approaches, in particular, the transition to online work.

2021, 3.1 - The indicator remained stable (2020 - 3,1). CSOs developed the professionalism of their staff and strengthened communications with their audiences, while small organizations continued to face the lack of staff and resource challenges.

2022, 3.1 - Overall, the indicator has not changed (2021 - 3,1). CSOs proved their resilience by responding to war-related needs and adapting to serious security challenges. At the same time, the war has negatively affected the ability of CSOs to plan, their staff and develop technically.

2023, 3.0 - The indicator improved by 0,1 points (2022 - 3,1). The reason for this was a high level of adaptability of CSOs and development of internal procedures of CSOs with the support of international donors. However, challenges related to the “staff shortage” and short-term projects remained relevant.
