Legal environment
2014, 3.4 - The indicator has not changed (2013 -3,4). Organizations can choose simplified taxation systems, and public associations are allowed to conduct economic activities to achieve their statutory goals.
2015, 3.4 - The indicator has not changed (2014 - 3,4). Registration of public associations was significantly simplified by reducing the registration period to three days.
2016, 3.4 - The indicator has not changed (2015 - 3,4). The procedure for registration of CSOs was simplified by reducing the number of required documents and introducing the possibility of registration through the “single window” mechanism.
2017, 3.5 - The score deteriorated by 0,1 points (2016 - 3,4) due to the introduction of electronic declaration for anti-corruption activists. There were also attempts to introduce strict financial reporting requirements for CSOs and several cases of persecution of CSOs by the state.
2018, 3.6 - The indicator deteriorated by 0,1 points (2017 - 3,5) due to the electronic asset declaration for anti-corruption activists and MPs' attempts to introduce additional financial reporting requirements for CSOs. In addition, more than 50 activists were attacked during the year.
2019, 3.5 - The score has slightly improved by 0,1 points (2018 - 3,6). Positive developments included the introduction of online registration and the abolition of the requirement for anti-corruption activists to submit asset declarations.
2020, 3.5 - The score remained unchanged (2019 - 3,5), although the adoption of new legislative initiatives and the update of the Unified State Register improved the registration process, while 12 draft laws were registered in the Verkhovna Rada and could threatened freedom of association and peaceful assembly, provoked human rights violations, etc. but were not adopted.
2021, 3.4 - The score has improved by 0,1 points (2020 - 3,5) following the adoption of the National Strategy of Civil Society Development for 2021-2026 and several other government programs and laws.
2022, 3.4 - The legal environment regulating CSOs remained unchanged (2021 - 3,4). Despite the adoption of a number of necessary legislative acts, CSOs faced the problem of practical application of certain laws.
2023, 3.4 - The indicator remained unchanged (2022 - 3,4), reflecting both positive developments - state contests for CSOs returned and state registers partially resumed their work, and challenges - the problem with banking services for CSOs remained.
