The "Civil Society Organizations Sustainability Index" is an international analytical tool for measuring the sustainability of civil society organizations (CSOs).


Since 2017, the Ukrainian Center for Independent Political Research has been implementing the Index report in Ukraine, analyzing key aspects of civil society development.
The project experts assess the state of the civil society sector by seven key indicators covering various aspects of its viability:
legal environment;
organizational capacity;
financial sustainability;
advocacy;
service delivery;
sectoral infrastructure;
public image.
To demonstrate changes in the public environment from 2014 to 2023 and to make the study's results more accessible and convenient for analysis, UCIPR, with the support of the International Renaissance Foundation, initiated the creation of an interactive dashboard. Its purpose is to provide stakeholders, including representatives of civil society organizations, government agencies, experts, researchers, and journalists, with a convenient tool for tracking the dynamics of civil society development in Ukraine, identifying trends, and making informed decisions about CSO support. The information for the interactive dashboard was collected from UCIPR's research for 2018-2023 and the CSO Sustainability Index Explorer resource for 2014-2017. The index is based on a methodology developed with the support of USAID.
The research is based on a comprehensive quantitative and qualitative analysis. It involves representatives of civil society organizations, experts, analysts, and government officials, which allows us to get an objective picture of the sector.
The Civil Society Organizations Sustainability Index project continues the Civil Society Organizations Sustainability Index, an international study that assesses the sustainability of CSOs. The study was developed by the United States Agency for International Development and implemented by FHI 360, together with the International Center for Not-for-Profit Law, in 73 countries.
After 2023, when the project was completed at the international level, the Ukrainian Center for Independent Political Research, with the support of the International Renaissance Foundation, decided to continue assessing the sustainability of Ukrainian CSOs. Civil society's sustainability is a key factor in its effectiveness and impact on democratic processes. For its development, it is necessary not only to assess the current state but also to have tools to track the dynamics of change.
